All data is from the National Ecological Footprint and Biocapacity Accounts, 2005 Edition, 
which use data from 2002, and which are published on www.footprintnetwork.org   You can find an explanation of

The ecological footprints of the Middle East/North Africa countries
The average across Middle East and North Africa (fifteen countries) is 2.0 global hectares per person.
If everyone in the world had this footprint, currently we would need one and one tenth planets to sustain us.

The ecological footprints of the European countries
The average across the thirty European countries is 4.1 global hectares per person.
If everyone in the world had this footprint, currently we would need two and a quarter planets to sustain us.
